Cr Joshua Black
Josh, a resident of the Dubbo region for 40 years, was first elected to the Dubbo Regional Council in 2021. Following his re-election in 2024, he subsequently assumed the role of mayor at the mayoral election.
After completing his education at Dubbo South High School, Josh worked at the local sheep meat abattoir for several years. He later earned a Bachelor of Horticultural Science from the University of Western Sydney, previously known as Hawkesbury Agricultural College.
Upon returning to Dubbo, Josh embarked on a 22-year career as a high school teacher, followed by a role as a political staffer.
In his personal time, Josh enjoys managing his farm, observing the region’s diverse wildlife, growing plants, watching travel programs, and spending time with his family.

- Bachelor of Horticultural Science – University of Western Sydney (Hawkesbury)
- Diploma of Education – Charles Sturt University (Secondary)(Science)
- Graduate Certificate in Careers Education and Development – RMIT
